STARS facilitates youth development through developing
youth leaders and involving all students in service learning or community
volunteerism. Student Executive Councils (SECs) are made up of students
who choose to take on leadership roles related to student substance
use, violence, and improving their school climates. Students participate
in youth leadership training such as the Joe M. Rodgers Leadership Conference
held every October. SECs lead universal prevention activities in their
school as well as plan and carry out serving learning and community
service projects in order to heighten youth civic responsibility and
involvement.
